Proposed APIs for Improved Staking Subnet Integration

To enhance integration with the staking subnet, I propose adding two APIs:

1. Paginated API – This API should provide a list of addresses and their respective staked amounts for each builder subnet, enabling efficient data retrieval.

2. Address-specific Query API – If the staking data is already indexed, this API should allow querying a specific address to check if it has staked and, if so, retrieve the staked amount.

These APIs would empower developers to seamlessly integrate with the subnet and leverage staking data for feature gating.
